The brief

On behalf of NHS England, The National Institute for Health and Care Excellence (NICE) is seeking to procure a Supplier to develop Evidence Based Treatment Pathway packages in Mental Health.

NHS England set out a plan in their 2014 publication 'Five Year Forward View' for immediate action to improve access to mental health services and NICE recommended treatment.

This was further supported through the ambitions in the 'Five Year Forward View for Mental Health' and the 'Five Year Forward View Implementation Plan'.

NHS England has subsequently established a programme to introduce evidence-based treatment pathways and associated standards (including waiting time standards in some areas) across mental health and has asked NICE to commission and manage this work.

We are looking for a supplier that has a proven track record in: • Drafting mental-health care policy guidance at a national level in the context of fully integrated mental-health, physical-health and social care services. • Analysis and systematic review of complex evidence and data in the field of mental-health care. • Detailed knowledge of existing national guidance and policy in the area of mental-health care. • Facilitating expert committees made up of mental health and social care professionals, academics, experts by experience (mental health service users and carers) and other key stakeholders (housing, police, voluntary sector, education) to provide advice on integrated mental health care treatment pathways, service design, data collection, routine outcome measurement, workforce development and the design of system levers and incentives. • Working closely with experts by experience employed as part of a larger technical team. • Working closely with commissioners and providers of mental-health care services at a regional level in order to set up or facilitate quality improvement networks for the implementation of evidence based treatment pathways in mental health care. • Programme and project management expertise and the planning and delivery of large-scale projects of high profile and national importance.
