The brief

Call-off agreement under the terms & conditions of the HCA Multidisciplinary Panel (https://www.gov.uk/government/publications/hca-contracts-and-tenders).

The appointed consultants will play a key role in the preparation of masterplanning, design proposals and an outline planning application for the Yorke Drive/Lincoln Road Playing Field.

This will include consultation and preparation of improvement options for the Yorke Drive Estate, as well as proposals for sports and leisure use of the Lincoln Road Playing Fields.

In summary, the key deliverables for the Consultant will be:- Yorke Drive/Lincoln Road: Masterplan/Design Outputs: • Land use proposals, development densities and plot ratios • Building lines and enclosure. • Indicative built form, massing and height. • Indicative street hierarchies and dwelling layouts, • Building typologies, tenure and size • Design and layout of community and sports facilities, play areas and open space • Road access, streets and parking, public transport, cycling and pedestrian routes including links to the town centre and adjoining neighbourhoods • Proposals for public realm improvements to the estate • Potential phasing and development programme • Green infrastructure plan including measures to enhance biodiversity and green spaces • Landscaping Strategy Seven Hills: Detailed Design and Planning Application Outputs The detailed Planning Applications should include: • Aerial View Location Plan • Land Use Plan • Planning Layout • Storey Heights Plan • Design & Access Statement • Materials and External Finishes Plan • House Types • Refuse Strategy Plan • Streetscenes and Sections • Block Plans (if applicable) • Management Ownership Plan • Affordable Housing Plan • Parking Strategy Plan (if applicable) • Pedestrian/Cycle/Car routes Plan • Road typologies & Sections • Minimum Garden Sizes Plan (if applicable) • Bin & cycle store details • Standard details package (entrance features, street furniture etc.) • Temporary Sales Location & Access Plan (if applicable) • Landscaping Strategy
