The brief

Plymouth City Council ("The Council") is seeking to deliver a network of Mobility Hubs across Plymouth.

These Hubs will comprise of electric vehicle charging infrastructure, an electric vehicle car club and e-bikes.

The size of the Hubs will vary according to the need at each location and in total will consist of electric vehicle charging points for a minimum of 300 parking bays, at least 10 electric car club vehicles and will support approximately 390 e-bikes.

Utilising funding from Department of Transport's Transforming Cities Fund, the Council is seeking to procure the following: Lot 1 - An Electric Vehicle (EV) Charging Operator to deliver and manage a publicly accessible network of EV charge points across a network of Mobility Hubs within Plymouth.

Lot 2 - An experienced CoMoUK* accredited Car Club Operator to deliver and manage a publicly accessible electric vehicle Car Club scheme across a network of Mobility Hubs within Plymouth.

Lot 3 - An experienced CoMoUK* accredited E-bike Share Operator to deliver and manage a publicly accessible e-bike share scheme across a network of Mobility Hubs within Plymouth. * Note that in relation to all of the Lots and the related procurement documentation, where reference is made to CoMoUK accreditation, direct equivalents to CoMoUK accreditation will also be accepted.
