The brief

The Research and Policy Insight (RPI) team at the British Council works across the organisation to generate useful new knowledge which contributes to the discourse on cultural relations, informs policy and improves the impact and effectiveness of our programmes.

Tertiary education plays an important role in sustainable development, yet the most recent rigorous review of the evidence of the impact of tertiary education on development was by Oketch et al. in 2014.

RPI are looking to review and assess the evidence generated since the 2014 paper by Oketch et al.

This review would identify gaps in the evidence, and make recommendations as to the most appropriate and tractable areas to research.

It would also inform the global higher education programme that British Council is currently designing in discussion with Department for International Development.

The purpose and scope of this RFP and supporting documents is to explain in further detail the requirements of the British Council and the procurement process for submitting a tender proposal.
