The brief

This was a Further Competition opportunity undertaken through the NHS Shared Business Service Authority Construction Consultancy Services Framework - Offer 2: Project Management; Lot 2 North West.

The requirement of the tendering exercise was to procure third party estates consultancy services to support the delivery of the Greater Manchester Sustainability and Transformation Plan (STP).

Greater Manchester is a STP footprint and as such has already developed its strategic plan - "Taking Charge".

This strategic plan reflects the fact that Greater Manchester partners are working together on the radical reform of public services through a series of challenging and ambitious programmes.

This is driven by the need to address the forecast £2 billion gap between public spending and income generated in Greater Manchester and the historic variation in health inequalities across the region.

It is acknowledged that as the Greater Manchester Health and Social Care Partnership move into the implementation phase of "Taking Charge", there is a requirement for all 37 Greater Manchester organisations to collaborate to provide the capacity needed to deliver the changes needed.

A key principle within Greater Manchester is to plan ahead and to look to its own internal organisations first before resorting to external consultants.

With a transformation on the scale and complexity within Greater Manchester, there will also be a requirement to fill gaps in capacity and specific technical expertise.

This is the case with regards to developing Locality Plans which will clarify the estate requirements of the Greater Manchester STP.

Each of the 10 Greater Manchester Localities are developing Locality Plans which will clarify the estates requirements based on bottom-up service planning linked to the Greater Manchester strategy and the 4 transformation themes.

Support is required to assist the localities in the development of the estates sections of their locality implementation plans, ensuring that it supports, and is consistent with, their plan aims, objectives and content of their wider plan objectives.

The supplier appointed to deliver the consultancy support assignment to the 10 Greater Manchester Localities will be expected to: • Develop and review of strategic priorities and contribution to the locality affordability gap target; • Produce an overview of how property can be used to improve the quality, integration and efficiency of local public services; • Review of and/or update of known investment and divestment plans including opportunities to release surplus land linked to Department of Health (DH) and Home and Communities Agency (HCA) programme and private housing development; • Produce an updated Locality pipeline of capital estate developments; and • Produce a summary of the targeted efficiency profile, including details of how localities make more efficient use of their existing Health and Social Care Estate in the context of One Public Estate.
