The facilities may include sports, leisure and cultural facilities, with possible health and library facilities.

The Authority is potentially seeking investment in the facilities as well as the management of the facilities and may add additional facilities or services into the contract, such as libraries, health facilities, other leisure and cultural facilities and services or other dual use facilities.
