23_03_01 NHSE API Development Pharmacy Discharge Medicine Service (DMS) - EOI
NHS Business Services Authority (NHSBSA) is a Special Health Authority Department of Health and Social Care.
NHSBSA receives details relating to NHS Advanced and Essential Services outlined in the Community Pharmacy Contractual Framework and the Drug Tariff via its Manage Your Service Portal (MYS Portal) to reimburse Community Pharmacy Contractors in England.
Through this Expression of Interest (EOI), Suppliers are required to confirm whether they can meet the criteria and timescales to deliver the requirements in relation to Discharge Medicine Service (DMS).
Please note this EOI will not result in the award of a contract.
The objective of the EOI is to understand the market capability and appetite to deliver this requirement and it will inform future procurement activity planned for April 2023 as per the indicative timescales below.
This requirement is for Suppliers who already provide software to pharmacies, to develop an API for DMS, to enable the transmission of data from the Supplier's software to the MYS Portal and receipt into the Supplier's software of response data from the MYS Portal.
Market Engagement Timescales: -Issue EOI: 17/03/2023 -Bidder clarifications deadline: 12:00 noon 27/03/2023 -Submission of EOI: 12:00 noon 31/03/2023 Future Procurement Timescales (subject to EOI outcome): -Issue tender: 10/04/2023 -Deadline for Supplier clarification questions: 01/05/2023 -Receipt of tenders: 11/05/2023 -Contract award: 11/06/2023 Project Timescales: -Contract commences: 12/06/2023 -Confirmation of a user interface within Supplier product that enables pharmacy contractors to input the required data that has been demonstrated and deemed satisfactory: 26/10/2023 -Testing complete: 21/11/2023 -Successful transmission of a live service message via the API: 28/11/2023 -Live message transmission commencement and service payment window opens: 01/12/2023 Expression of Interest Response: Suppliers are requested to confirm that: -They are a current supplier of dispensing or clinical services. -They can deliver the requirements and key (testing and development) milestones within the timescales set out herein. -The fixed fee of £20,000 ex VAT will only be paid on successful development, testing and go-live of the API. -There will be no charges levied to the Pharmacy Contractor. -Their systems have the following capabilities: -access to the Personal Demographics Service (PDS) -access to the Summary Care Record (SCR); and -preferably provide 1-click functionality, although this is not essential. -They will enter into the NHSBSA Non-Processor Agreement and Software Development and Support Agreement. -They will support ongoing changes to the service up to twice annually for the duration of the existing CPCF agreement.
