The brief

The British Red Cross Society "Red Cross" is a humanitarian organisation that refuses to ignore people in crisis, whoever and wherever they are.

We enable vulnerable people at home and overseas to prepare for and respond to emergencies in their own communities and when the crisis is over, we help people recover and move on with their lives.

Red Cross wishes to establish a sole supplier Framework Agreement for the provision of Mobility Aids Courier Services with a suitably qualified and experienced Supplier within the London area.

Red Cross' current requirements include, but are not limited to: * Provision of suitable packaging for wheelchairs and commodes; * Collection and Delivery of wheelchairs and commodes; * Proof of Delivery (Signed For); and * Support services including manned help desk and account management This a collaborative procurement exercise between the Red Cross' Mobility Aids function and the Corporate Procurement Team following consultation with key internal stakeholders.

The Mobility Aids function provides short-term loans of wheelchairs and commodes, on a no-charge basis to people in need.

The Corporate Procurement Team is responsible for the procurement of national goods, works and services for the Red Cross and the development of procurement processes, procedures, strategies and policies in line with recognised best practice.

Therefore, this collaborative procurement exercise shall seek to deliver a resilient and reliable Courier Services solution that supports Red Cross' operational activities and ensures on-going service delivery in an efficient cost-effective manner.

The successful Framework Agreement Supplier shall be required to evidence best value in their proposals and clearly illustrate added value.

This Framework Agreement shall seek to deliver best value for the Red Cross by: * Achieving economies of scale by aggregating our anticipated spend and demand for these services; ¿* Ensuring a streamlined approach to the ordering and procurement of these services; * Developing a close working relationship with a single provider of these services; * Provision of robust and meaningful Management Information to drive efficiencies and improvements; * Embracing market innovation and enabling opportunities for knowledge transfer and testing of new concepts or services; and * Building upon lessons learned from previous procurement exercises.

It is anticipated that one Supplier shall be appointed onto this agreement.

This Invitation to Tender will be evaluated in a two stage process where Tenderers who meet the minimum Framework Agreement Selection Criteria will then proceed to the Framework Agreement Award Criteria.

These shortlisted Tenderers will then be evaluated on the basis of 100% Price.
