The brief

Portsmouth City Council, 'the Authority', is inviting tenders from suitably qualified air quality engineers for the total upgrade of, or replacement of analysers within, four air quality monitoring stations situated in various locations around Portsmouth together with proactive servicing and reactive maintenance of these stations.

The maintenance contract for these four monitoring stations has expired and the Authority requires an on-going service to ensure they continue to work and collect data effectively.

The Authority has limited funding to maintain these stations and has a budget of £75,000 to spend in this area to cover a minimum period of three years.

The Authority is looking for a solution that maintains as many of the stations as possible for the longest contract term possible.

The scope of this tender will comprise of but may not be limited to: • Immediate part or total station upgrade: - Part upgrade of all or some of the stations with the replacement of the Eberline PM10 analysers as a minimum - Total upgrade of all of some of the stations replacing all hardware and supporting software • Proactive servicing of all of the monitoring equipment at each location to reduce instances of failure • Capable technicians to respond quickly to equipment and software failures and repair as soon as possible To enable the Authority to assess the options available, suppliers are being invited to submit a maximum of two proposals for each of the following two Lots which meet the Authority's specification; • Lot 1: total budget allocation of £75,000 across the total proposed term of contract • Lot 2: total budget allocation of £90,000 across the total proposed term of contract Due to budgetary pressures, suppliers must submit at least one proposal for Lot 1 as a minimum.

Lot 2 is optional and up to two proposals may be submitted for Lot 2 in addition to Lot 1.

The decision on which Lot to award as a result of this tender is at the sole discretion of the Authority.

The minimum contract term is anticipated to be for 3 years but may be longer in accordance with the successful tenderer's offer, up to a maximum of 5 years.

The closing date for receipt of your expression of interest is given against the heading entitled - Date documents can be requested until. ** Suppliers are requested to inform the Authority via InTend correspondence within one week of tender documents being made available whether a three year contract achieving the minimum requirements is possible within the £75,000 budget available. ** Indicative timetable as follows: - Clarification deadline and confirmation to Authority on tender viability: 15th March 2016 23:59 - Tender deadline: 24th March 2016 14:00 - Contract award: 19th April 2016 - Contract commencement: As soon as possible after contract award
