The brief

North East Essex Clinical Commissioning Group wishes to invite suitably qualified and experienced providers to submit tenders for the provision of Routine Elective Services, associated outpatient and diagnostic services.

The successful Bidder will be accountable for: 1 the provision of all of the listed specialties below: a.

Ear Nose and Throat b.

Gastroenterology c.

General Surgery d.

Gynaecology e.

Ophthalmology (Cataracts only) f.

Physiotherapy (Inpatient service only) g.

Trauma and Orthopaedics h.

Urology i.

Associated Diagnostics to the specialities listed above 2.

Ensuring services are located in clinically appropriate estates, with an inpatient facility equipped with full operating theatre facilities; located within the North east essex geographical area preferably located within a 5 mile radius of an A&E and ITU.

The facility should have capacity to deliver up to 40 bedded inpatient spells per day.

Demonstrating capacity and capability of the workforce to deploy and successfully deliver all of the listed specialities from service commencement date, allowing for a period of mobilisation 4.

Mobilising all services by service commencement 9th April 2018 Please note that the services and associated specification, commissioned within this contract may be subject to review and change.

Moving forward it is the CCG's intention to work closer with the CCGs within the Suffolk and North East Essex STP footprint.

Therefore, the scope of the possible changes to be made to this contract shall relate to the potential introduction of a larger population to support the STP footprint (i.e. the contract and specification may be amended to also deliver a Routine Elective Services to the Ipswich & East Suffolk and West Suffolk CCG populations), through a variation to the contract in accordance with Regulation 72 (1) (a) of the Public Contracts Regulations 2015.

Additionally, and in accordance with Regulation 72 (1) (a) of the Public Contracts Regulations 2015, the contract may also be amended in terms of the original services supplied, where following assessment of the reasonable alignment of hospital services it is identified that it is logical for additional services to be delivered in conjunction with this contract and by the lead provider or one of its sub-contractors, both in terms of actual service delivery and to avoid duplication of costs.

This may include the following specialties (or elements of): Diagnostic procedures (including Direct Access) and Paediatrics.

Any changes to the contract shall be subject to discussion with the provider.

This advert will appear in OJEU as a PIN with call for competition.

The Services to which this Procurement relates fall within Schedule 3 of the Public Contracts Regulations 2015 (the 'Regulations').

The Contracting Authority does not intend to hold itself bound by any of the Regulations, save those applicable to Schedule 3 Services.
