An independent review of CNSS is required to identify and analyse options for optimising CNSS' regulation of civil nuclear security and nuclear safeguards to 2025.
In determining future options for optimisation, the following key areas will require critical analysis: a.
Existing formal and informal processes for delivery integration/collaboration; b.
Existing specialism integration and collaboration; c.
The number and breadth of specialisations within CNSS; d.
CNSS' current capacity and capability to conduct assessments against the Fundamental Security Principles; e.
CNSS' future capacity and capability to conduct assessments against Nuclear Material Accountancy and Control Plans; f.
The effectiveness of current governance measures in CNSS; g.
The existing models within ONR for managing staff; h.
CNSS' ability to respond to a significant security event; i.
CNSS' role in vetting across the nuclear industry; and j.
CNSS' international obligations and extended stakeholder engagement.
Conducting the above analysis will be facilitated through access to the relevant ONR policy, procedures and plans, along with structured interviews with up to 20 key stakeholders.
Access to information and bridging with interviewees will be facilitated by the ONR Project Lead.
It is anticipated that in total, the review and compilation of report will require 30 working days; the final report must be submitted to ONR within 56 calendar days of the contract start-up meeting.
There will no requirement to review information technology systems.
The review will culminate in a written report that will provide ONR with a range of options, including associated analysis, to optimise the delivery of civil security and safeguards regulation to 2025.
