The brief

Professional Services required to conduct a Summative Assessment on behalf of SOUTH EAST CREATIVE CULTURAL AND DIGITAL SUPPORT (SECCADS), a project part funded by the European Regional Development Fund.

The SECCADS programme is a comprehensive business support programme tailored to meet the needs of the Creative, Cultural and Digital Sector.

The programme includes a number of different strands including: • Engagement, initial diagnostics, on-going client management and signposting to support carried out by a network of local co-ordinators • Specialist advice services provided by the University of Essex and by a range of business support organisations in different localities across the South East LEP area • A business support grants programme • A workshops and mentoring programme Thurrock Council is seeking a provider who will deliver: Summative Assessment to be undertaken between Nov 2019-July 2020 with a final approved report to be completed in September 2020 on behalf of SOUTH EAST CREATIVE CULTURAL AND DIGITAL SUPPORT (SECCADS), a project part funded by the European Regional Development Fund.

The summative assessment is required to provide insights into: • project performance to enhance future implementation • reliable evidence of the efficiency, effectiveness and value for money of the project • insights into what and why interventions work (or not) and lessons for the future It will also provide project level evidence which, when combined with national evidence of progress and impact, will result in stronger evidence of the overall impact and effectiveness of the ERDF operational programme across England.

The evidence will also be particularly helpful for making the case for delivery approaches in the future or making the case for future funding.
