The brief

The Department of Health is tendering three Contracts with a combined total value of £280M for a contract term of between 5 and 10 years.

This Contracts Finder Notice is supporting the following Prior Information Notice (PIN) reference 2016/S 097-174283.

The contract will be awarded in March 2017 with a year's transition and service delivery will begin in March 2018.

In line with Cabinet Office procurement policy this procurement will be delivered using the OJEU Competitive Procedure with Negotiation.

The procurement will be divided into three lots as follows: - Lot 1 - NIHR Evaluations, Trials and Studies Coordinating Centre (NETSCC)* - Lot 2 - National Institute for Health Research (NIHR) Central Commissioning Facility (CCF) * - Lot 3 - NIHR Office for Clinical Research Infrastructure * - Lots 1 & 2 have to be separate suppliers therefore the maximum available combined Lot value is £183,000,000.

The Department of Health is now seeking to engage further with the market, with a view of giving potential bidders and other interested stakeholders the opportunity to review and provide feedback on the proposed service specification and associated documents.

Such feedback will then be considered in the drafting of the final versions to be published through an upcoming procurement in order to ensure that Bidders are confident that the Service Specification can be delivered, and a high quality service provided, within the financial envelopes available.

Interested parties who would like to take part in this engagement exercise and receive a copy of the draft specification and associated documents are invited to express their interest by sending an e-mail to supplier.helpdesk@dh.gsi.gov.uk.

There will be an opportunity to attend two engagement events, the first a webinar session followed shortly by one to one sessions.

The Department of Health is keen to encourage interest from small and medium size enterprises and, therefore, consortia or groups of bidders, as well as larger providers to provide the services.
