Ealing Council is seeking a suitably qualified and experienced organisations to provide supervised contact services for children and young people of the borough of Ealing.
The Council does not have a dedicated contact centre, and the providers will be expected to deliver services from various locations in the borough as well as from outside the borough as may be required.
The definition of supervised contact in context of this service, is contact arranged for children who are the subject of care proceedings (as defined by section 31 of the Children Act 1989), where proceedings have ended, and the child remain in the care of the Local Authority.
For all these children, the risks and concern regarding the significant adults in their immediate and extended family are such that supervised contact needs to be fully supervised, monitored and recorded.
The service will have a clear focus on providing a high-quality service and promoting positive experiences and outcome for children, young people and their families.
Ealing Council has a duty to promote contact between children who are being looked after and their families of origin, in accordance with the requirements of the Children Act 1989 and associated Regulations and Guidance.
Ealing Council currently provides some of its statutory obligations through the In-house service.
The successful provider will work alongside the Council's own in-house contact supervision service to enable the Council to meet its obligations.
The budget for this service in 20/21 was approximately £45,000.00 but spend may vary.
The duration of the contract is likely to be two (2) years with two (2) possible extensions of one (1) year.
