The brief

The principal objective of this proposal is to provide updated analysis of the surface access impacts of a new North West runway at Heathrow.

Surface access mode shares can be obtained in-house using the NAAM2 and SoSERAS transport models.

However, in order to assess the impact of passenger, employee and freight journeys on the transport networks it will be necessary to apply this data to third party models.

This work will estimate future road congestion, rail crowding and passenger flows in the transport network and will be fully WebTAG compliant.

The results will serve to provide robust evidence in the event of any legal challenge to the NPS.

The successful consultants will need to model the impact of various sensitivities, including the introduction of Crossrail (8 trains per hour), a Western Rail link and a Southern Rail link as well as modelling both a 2 Runway and 3 runway scenario.
