The brief

Thurrock Council wishes to appoint an experienced service provider for the provision of servicing, maintenance and refurbishment services to passenger lifts within the Council’s housing stock with the option to include corporate buildings.

The council have approximately 50 lifts within its housing stock and 13 lifts within corporate buildings.

The resulting contract will cover the general needs housing, sheltered and supported housing owned by the Council, which includes dwellings of various types consisting of: flats maisonettes, tower blocks (including leaseholder properties) and sheltered housing schemes.The spend associated with refurbishment is related to year one only, the future refurbishment programme will be dependent on priority and allocated budgets per annum for both housing and corporate properties.

The successful service provider will be required to provide the following services in relation to lift servicing, maintenance and refurbishment;- routine serving and maintenance;- repair and breakdown service in line with the Council’s service levels;- repairs identified following independent inspections by the insurance company;- pro-active maintenance, replacement, repair and adjustment of any part of the lift should it fail, or be wornbeyond adequate adjustment;- validation of current asset register and on-going record keeping including current inspections, next inspectionsand ‘extended service’ inspections etc., this information will remain the property of the Council; and- lift refurbishment and/or lift replacements as required.The contract will be let on an initial three year term with the option in year three to extend for a further two yearsin any combination.
