The brief

The service specification forms part of the contract documentation and specifies the services to be provided by the contractor.

As such, the contractor shall be deemed to have read the service specification and to understand the obligations which are applicable to the contractor.

The Royal Borough of Greenwich (RBG) aims to provides services that will benefit residents of any age who have a Visual impairment / Sensory Loss.

The Council aims to work in partnership with the contractor and residents / their families and carers.

The provider will deliver a 12-month pilot to work with adults living in the Royal Borough of Greenwich who are profoundly deaf, are deaf and use British Sign Language, who are hearing impaired, sight impaired, severely sight impaired or who have dual sensory loss.

The service aim is to provide sensory impaired people with appropriate support and resources to maintain and/or improve their health and wellbeing, enabling them to continue to live as independently as possible.

Combined sensory services for adults will include, but are not limited to: • advice and information • undertaking specialist, proportionate, in person assessment and support planning on behalf of RBG (by specialist workers with specific training and expertise) in relation to equipment, mobility, communication, daily living skills and ICT/assistive technology as occasioned by hearing impairment and deafblind residents • Order equipment and daily living aids from TCES • rehabilitation and enablement plans to enable/maximise independent living.

The provider will work to address a backlog of circa 160 referrals, and receive up to 10 further referrals per month for the duration.

Should the specification and implementation of a substantive service take longer than the 12 months, there will be potential for the provider to continue with addressing new referrals until the new arrangements are in place for up to 12 months.

The provider will also work with RBG on specifying the requirements of a permanent service.
