The brief

Radioactive Incident Monitoring and Information Management System (RIMNET) Procurement.

The UK government currently uses two systems, RIMNET and NERIMS.

We are investigating merging these systems as part of this procurement.

RIMNET is a system running 24 x 7, with a network of 250 gamma radiation monitoring stations in the UK.

It also consists of a resilient computer and communications network over which data and information can be shared with those who may need to use it, primarily in response to a nuclear emergency.

RIMNET uses software modelling to predict where any radioactive particles might be distributed in the event of a nuclear emergency, and visualise this using detailed mapping.

This information can then be used by radiological experts to assess the impact and decide on an appropriate response.

The Ministry of Defence (MoD) uses Nuclear Emergency Response Information Management System (NERIMS) to enable information sharing and management during a defence nuclear emergency.

NERIMS provides a global reach which enables the MoD to transmit information about a defence nuclear emergency, from anywhere in the world back to the UK.

The MoD also uses some of RIMNET’s mapping capabilities as part of this capability.

We are seeking to assess the feasibility of procuring the next iteration of RIMNET, combined with the capabilities of NERIMS.

The main points for you are: •There is no guarantee that we will go ahead with the procurement, but a major part of the decision on whether or how to proceed will be to ensure we understand the feasibility of the procurement.

This means that we need to know: The technologies that you might use; How you would deliver all or part of our requirements; Your likely timelines; and Your likely costs.

For this reason, we wish to invite you to an event (Pre-Market Engagement Day) at which we will: •Explain the requirements and demonstrate the existing RIMNET and NERIMS systems; and •Invite your proposals for possible procurement options.

The aim of the day is to gauge the level of interest from suppliers and help us to refine our requirements, delivery models, timelines and budget for any possible procurement.

Likely procurement timetable If we proceed with procurement, we are currently planning: •Late 2016: Contract(s) in place. •Late 2019: RIMNET 4 operational, (including Ministry of Defence requirements).
