Contract Notice_Procurement relating to the provision of Vein of Galen Malformation (VOGM) related services as an emergency back-up provider

NHS Arden and GEM CSU (AGCSU) on behalf of NHS England and NHS Improvement - Highly Specialised Services (referred to as the Commissioner(s) from here onwards) is inviting suitably qualified and experienced providers to deliver Vein of Galen Malformation (VOGM) Service from the North of England based premises as the provider of emergency back-up VOGM treatment to the main provider.

The primary patient population is neonates and subsequent treatments in the first year of life.

There will be up to four patients per year only.

The contract resultant from this procurement will form part of the overall provision of treatment for VOGM with Great Ormond Street Hospital (GOSH) as the main provider.

The successful bidder will provide paediatric interventional neuroradiology treatment on an emergency back-up basis only.

The contract will be held between NHS England and the successful bidder.

The contract will be for the duration of 3 years with the Commissioner having the option to extend the contract for up to a further year.

The successful provider is expected to be fully operational, providing services from 01 April 2020.

Contract Duration: As a result of this procurement exercise, an agreement will be established with the successful Bidder(s) for a period of 3 years, with the Commissioner having the option to extend the Contract for up to a further one-year period, subject to a satisfactory review.

Contract value: A fixed sum of £20,000 will be paid per annum as a baseline cost to cover the cost of additional consultant sessions, additional clinical, managerial and administrative costs.

An initial one-off mobilisation i.e. administrative set-up costs will be paid in addition if appropriate.

In addition to the baseline cost, any emergency activities will be paid for on a cost per case basis.

Based on past experience, the commissioners have planned to pay £34,661 per case for such emergency activities to take account of long lengths of stay and re-operations in the same episode of care/stay.

Any bids which do not conform with the fixed price proposed by the commissioner will be excluded from this procurement.
