The brief

The University of Portsmouth has been successful in obtaining European Regional Development Fund (ERDF) funding for multiple projects and requires a specialist external provider to evaluate and provide a summative assessment for these.

The summative assessment should provide insights into each project's performance.

It is intended to enhance the project's implementation, provide evidence of value for money, give insights into what and why interventions work, and provide project level evidence for the national ERDF programme.

The University of Portsmouth, as lead partner for the projects, wishes to procure a specialist external provider to work with us on each project to establish a summative assessment plan and refine the logic model in the first quarter, evaluate and report on the progress at 12-18 months into project delivery, and provide the final summative assessment report at the end of the project.
