HMP Leyhill has an old copper pipework infrastructure from the plant rooms to the wing and steel heating loops.
All pipework feeding the heating's loops are below ground in a vaulted floor with very limited access.
This comes up above the floor to the steel heating loop supplying heating to the cells on all spurs to A & B wings. (385 spaces).
The pipework is over 40 years old & has worn so thin that it is regularly being perforated & leaking.
Contractors are struggling to access the fractures & are having to cut access hatches into the concrete floor, where they can access the pipework.
The pipework is often too thin to affect a repair & must be cut back several times before they are able to make a connection.
The repair increases pressure & often cause a further leak a meter along the pipe within a very short period of time.
There have been several leaks recently and as the Living block has no spare electrical capacity for emergency heaters & installing a generator close by would be noisy.
Potentially we could be looking at a decant of a complete wing if the infrastructure is not addressed prior to a complete failure.
A constructor has been appointed for the design and build of the project.
This is a two stage Design and Build Contract let under the PPC2000 (Amended 2013) Form of contract.
The original estimated value of the contract was calculated by MOJ, and its Cost Consultants following desktop and non-intrusive surveys and was based on information reasonably known at the time and arrived at via a thorough and appropriate methodology.
The first stage will involve the constructor providing Pre-construction surveys and design services at a cost of £172,758.43.
