The brief

The subject matter of this process relates to the delivery of services which are listed in Schedule 3 of the Public Contract Regulations.

The service is a targeted prevention service which supports those who have complex needs related to alcohol and other substance use to get the right support and prevent further need for emergency support.The contract provides a high quality, evidenced based service that focuses on improving community safety by 1.

Supporting adults attending ED for complex health and social problems that are a result of alcohol and illicit drug use through provision of brief advice, 2.

Sharing relevant information (Information Sharing to Tackle Violence) in a timely way with key partners to enable those partners to use that information to prevent violence in the community related to alcohol and illegal drugs, 3.

Sharing intelligence and aggregated data (Information Sharing to Tackle Violence, ISTV) with key partners, via forums such as the Safer Oxfordshire Partnership and Nightsafe to help prevent violence and other criminal behaviour associated with violence.

Sharing intelligence and data at meetings such as MAPPA (Multi-Agency Public Protection Arrangement), JTAC (Joint Agency Tasking & Co-Ordination) or MARM (Multi Agency Risk Management) to ensure a co-ordinated approach to reducing violence and criminal activity, such a child exploitation and support those at significant risk of death by misadventure; 4.

Using surveillance and auditing of the Electronic Patient Records for ED attendance to spot trends and issues in alcohol and illicit drug attendances which could be relevant to ED staff, 5.

Mitigating the risk of violence to hospital staff by proactively sharing information with staff from analysis of data and attendances of people who have caused violence in a hospital setting in the past, 6.

Attending key partnership meetings.

The contract period is three years, with no option to extend, beginning on 1 April 2024.
