The brief

Greater Manchester Combined Authority, as the contracting authority for Greater Manchester Police (GMP), sought to create a framework agreement for delivery of a service to maintain police firearms ranges, including the deleading, annual deep cleans and repair or replacement of materials.

The Authority is awarding framework status to a single supplier, and for police forces are able to direct award a call-off contract to that supplier for delivery of services which mets their own specification.

This tender exercise has been conducted on behalf of GMP and forces in the North West Region (as outlined below) but the resulting framework agreement is also available for other police forces in the UK (as listed at https://www.police.uk/forces/) to access: 1) Cheshire Constabulary 2) Cumbria Constabulary 3) Greater Manchester Police 4) Lancashire Constabulary 5) Merseyside Police 6) North Wales Police The maximum value assigned to this framework is £2,500,000 though the expected value for the 6 police forces in the North West Region falls between £200k and £350k over the 5 year maximum contract term.

The terms of the framework require the successful provider to deliver the cleaning services to the standards defined in the "Handbook of Police Range Safety, Volume 2".

The service provider is also to ensure full compliance with current Control of Lead at Work (CLAW) Regulations for all work undertaken within the ranges and the Hazardous Waste (England and Wales) Regulations 2005, regarding all waste disposals from the ranges.
