The brief

The Department of Health and Social Care is The Department of Health and Social Care is seeking to establish a national Framework Agreement with a single contractor to provide HIV sand Syphilis self-sampling and self-testing and results management services.

The framework will be primarily for use by the Department of Health and Social Care, the lead Authority, but it will be opened for use by: • any local authority in England; https://www.local.gov.uk/our-support/guidance-and-resources/communications-support/digital-councils/social-media/go-further/a-z-councils-online • NHS England and NHS Improvement; https://www.england.nhs.uk/contact-us/ • any Integrated Care Board, NHS Trust or NHS Foundation Trust in England: https://www.england.nhs.uk/publication/nhs-provider-directory/ The aim of this service is to provide a cost effective and clinically robust service accessible for sexually active individuals aged 16 years and over.

Emphasis will be placed on increasing testing for HIV amongst most at risk groups including gay and bisexual men and other men who have sex with men and black African populations.

The service will be paid for by the customer and will be free to the service user.

The service provision includes four elements: • User interface and access (online portal) • Fulfilment of orders (online and offline distribution) • Pathology • Results management Contract Project Reference: C72182 Contract term: 24 months with the option to extend for up to further 24 months Estimated contract value (including extensions): £3,900,000 excluding VAT (£4,600,000 including VAT) The opportunity will be available on the DHSC Atamis eTendering System.
