The brief

Devon County Council (DCC) require support relating to Electric Vehicle Charging Points (EVCPs) and associated infrastructure and services.

This procurement will deliver up to 39 EV charge points in public car parks across Devon and Torbay.

Car parks are owned by the Devon District, Borough, and Parish Councils and Torbay Council.

DCC will procure a Private Sector Partner (PSP) to design, build, operate and maintain charge points through a concessions agreement.

The PSP will be provided with a contribution towards costs (£6,500 per site) from OZEVs On-street Residential Charge point Scheme (ORCS), with the intention for the landowner to own the grid connection and ducting to the charging point at the end of the contract period.

A template concessions agreement and lease developed for this phase 2 of the DEvon Low carbon Energy & Transport Technology Innovator (DELETTI) charge points project will be used.

DELETTI is a European Regional Development Fund (ERDF) part-funded programme which aims to continue the low carbon transport and energy transformation, through the expansion of EVCPs, solar carports and developing new, local energy models.
