Supervision Billing: Direct Debit Service

At the Office of the Public Guardian (OPG) we are in the process of taking our Supervision billings and payments processes in-house.

We have identified that we will be required to continue outsourcing our direct debit instructions to a supplier, given the volumes of direct debits we process each year (currently 11K approximately).

OPG Supervision bills approximately 63K customers at account set up, then annually for our services, until the closure of their accounts (upon which a final fee may also be billed).

Current direct debits are around 11K per year.

Almost all of this number relate to the collection of annual fees.

The annual fees are charged at the start of each new financial year, meaning there is a spike in customers setting up direct debits at that time, as well as a spike in collections.

We are seeking a supplier to handle our collections for direct debit customers, as well as refunds for our direct debit and BACS customers.

We wish to process these transactions via the supplier through an API and require an experienced and reliable technical partner.

This requirement would be for a duration of three (3) years, unless extended under clauses within the contract
