The brief

The administration of the democratic framework and decision making process at the council is largely reliant on a manual system which is in need of review.

The council recognises the need to replace the existing system to improve the efficiency and effectiveness of current processes and to enhance the transparency of the decision-making process.

The Council is looking for a software system which will enable it to achieve this.

It should have the full functionality required to streamline our processes and be flexible enough to cope with future changes in processes and/or to meet legislative changes affecting the way decisions are made.

The replacement system should be able to provide: • Meeting management • Comprehensive and searchable database of agenda, minutes and decisions with facility to include historical documents. • Call-in facility • Automatic generation of web based timetable of meetings • Ability to produce forward plans/work plans for the Executive and other committees or internal meetings (e.g.

Corporate Management Team). • Workflow management • Report and agenda management • Members' information and information about Members • Fully hosted solution with secure data centre • Capability to integrate with our current ERDMS solution • The ability for the council to move from a paper based system to a tablet based system for meeting management.
