The brief

The Authority requires research to understand key BBC and industry trends over the past years - and project these forward to at least the end of the current Charter period - supplemented by an expert qualitative view on market dynamics.

The project is focused on two strands.

The first strand considers the change in the BBC's provision of services across relevant sectors since the start of the current Charter, and how this is expected to develop over the remainder of the charter and beyond.

DCMS requires an assessment across a number of relevant sectors, including online local news and online radio, but welcomes bidders' views on what is feasible.

The second strand should consider the changes in audio and visual consumption behaviours and sector dynamics since the start of the current charter, and how these are likely to change over the remainder of the charter and beyond.

This includes, for instance, the take up of different media platforms and devices, advertising trends, and revenue shares across the sector.
