The brief

Islington Council invites innovative and dynamic providers, with a strong knowledge of the borough, to tender for the provision of the deep clean services framework.

The Council is seeking to work with providers who are committed to fairness and share and promote the same CARE principles: • Collaborative, • Ambitious, • Resourceful, • Efficient.

We want to work with providers who are committed to ensuring Islington residents receive high quality support.

The Council is proposing to secure a contract with a suitably qualified and experienced provider(s) to provide deep cleaning and hoarding support for adults.

The Council welcomes single, consortia or lead provider bids.

The Islington Adult Social Care vision is for Islington to be a place made up of strong, inclusive, and connected communities, where regardless of background, people have fair and equal access to adult social care support that enables residents to live healthy, fulfilling, and independent lives.

The requirement There is a requirement to undertake deep cleans of varying severities, including removals, where a need is identified for a deep clean to support residents to return or remain in their homes.

This is so residents can continue to maintain their independence in the community.

Where a property is assessed as a health and safety risk to the individual and/or others, the removal of items or waste may be required to prevent fire risks or further health related issues.

Whilst deep cleaning can be an element to supporting residents with hoarding behaviours, core hoarding behaviours remains an unmet need, which can often lead to repeat cleans.

The Council have developed a longer-term strategy for deep cleaning that aligns to Council ambitions and practice that improves outcomes for residents that reflects strengths-based approaches.
