The brief

First implemented as a software tool in 2007, ALCRM superseded previous – more limited – level crossing risk assessment tools used by the GB rail industry.

ALCRM was designed to assess all level crossing types, an ambition that went ahead of available level crossing data at the time of its introduction.

ALCRM therefore provided both a means of level crossing risk assessment and a database for the industry to gather data that would improve risk management.

Whilst Network Rail is the custodian of the model, detailed information from the model is made available to industry practitioners.

A number of reports and reviews have been undertaken by Office of Rail and Road (ORR), Network Rail and Rail Accident Investigation Branch (RAIB) into the system and its algorithms and these, as well as comments from users, have identified a number of areas where further development of the ALCRM would enhance the model and its outputs.

In 2011 RSSB therefore commissioned new research to determine which (if any) of the proposed enhancements should be incorporated into ALCRM.

The ALCRM model contains around 1,200 variables and derived variables.

Variables include such things as the number of people using a crossing, the number of trains passing over a crossing, and so on.

An example of a derived variable is crossing moment which is calculated by number of people using a crossing multiplied by the number of trains passing over a crossing per day.
