The brief

Expression of Interest / Market Engagement Hertfordshire and West Essex Integrated Care Board (HWE ICB) has a strategic vision for primary medical care services to secure contracts that will ensure robust and sustainable long-term delivery and access to services.

The HWE ICB has a strong desire that the current premises are maintained within primary care ensuring adequate access, capacity, and resilience for general practice services.

The HWE ICB currently has in place an APMS contract for Spring House Medical Centre in Welwyn Garden city which is coming to an end on 30th September 2023 .

The HWE ICB believes that the most appropriate way to achieve the strategic vision aim is to advertise this practice to an existing provider of primary medical care services, thus retaining the current premises as a branch with managed list dispersal to the successful bidder, under GMS terms.

The ICB believes that in general, the short-term nature of APMS Contracts do not provide longevity to enable strategic planning for the local area in the same way that GMS Contracts do.

The HWE ICB want to ensure that we make effective use of resources and ensure financial sustainability for smaller practices such as Spring House Medical Centre, who have a current actual list size of 9314 (weighted list size: 7609).

This approach will provide sustainability and continuity of services for both patients and the primary care workforce.

The Provider will be expected to work collaboratively with the Primary Care Network (PCN) to ensure access to all PCN additional workforce and services, along with the local GP Federation in the delivery of the Enhanced Access service; thus, creating a strong, safe and sustainable health and care system that is fit for the future.

The Provider is expected to deliver core general medical services and all locally commissioned services; in collaboration with other system providers.

To that end, HWE would like to engage providers through an Request for Information (RFI) process to receive feedback and understand potential interest from suitably qualified primary care providers for the provision of General Medical Services at Spring House Medical Centre.

This is not a formal procurement exercise but a request for information, the intention of which is to: 1.

Communicate the opportunity including an indicative future procurement timeline 2.

Seek feedback from interested providers that may equitably inform the process 3.
