'The Contracting Authority intends to establish a framework with a maximum of 8 economic operators for the provision of Grounds and Tree Maintenance services.
The Maintenance Services will be required throughout Northern Ireland.
The service consists of a comprehensive grounds and tree maintenance service and associated works.
The services will be carried out in accordance with the planned programme of grounds and tree maintenance.
Also in exceptional circumstances or emergency situations the Contracting Authority may require the provision of unplanned Grounds and Tree maintenance Services.
The service will occur in or around occupied premises and in some cases in and around dwellings occupied by persons with disabilities and special needs.
The Framework Members appointed to provide Services under a Secondary Competition will enter into a Framework Contract with the Northern Ireland Housing Executive.
The Framework Member is responsible for the full provision of the Services by its Team.
Following secondary competitions Service Providers will be restricted to a maximum of 2 Contracts subject to sufficient acceptable tenders being received (but may be awarded additional contracts as per contract documentation).
The Framework will consist of a maximum of 8 Service Providers subject always to a sufficient number of compliant tenders being received.
The Framework will be for a period of 4 years from the date of commencement.'
