Blackpool Council has developed a common approach to procurement of home care services for the local population. \r Our key priority is commissioning quality Person Centred Home Care Services that are fit for purpose and flexible to changing needs across the Blackpool area.
Our vision is for ethical home care to support sector wide improvements. \r The Council is seeking a maximum of 3 providers to work as ancillary providers to supplement the existing cohort of contracted providers to deliver person centred home care for adults, including Older Adults, people with physical disabilities and supporting people with mental health needs.\r There is no guarantee of business or volume of work.
Packages of care commissioned under the contract will be on a spot purchase basis. \r The Council reserves the right to identify packages of care to be offered to the ancillary providers and to select which provider is commissioned to deliver individual packages of care, based on suitability, (including availability, capacity and compatibility), and the Council's business need. \r It is anticipated that the contract term will be from 1 April 2024 to 31 March 2025, with the option to extend annually for 4 years (1 year + 1 year + 1 Year + 1 year) subject to demand, contract review and budget availability.\r Home care fees are set and reviewed by Blackpool Council annually and Providers are required to accept the fee rate set by the Council as part of this tender.
The Council reserves the right to amend fee rates, including withdrawal or establishment of alternative fee rate profiles. \r The Light Touch Regime under PCR 2015 applies to this procurement.
