The brief

The Office of the Police and Crime Commissioner (OPCC) for Staffordshire, supported by Staffordshire County Council and Stoke-on-Trent City Council, wishes to tender for a domestic abuse service which operates across Staffordshire and Stoke-on-Trent.

The aim is to commission an effective, consistent, coherent and co-ordinated domestic abuse service for potential victims, potential perpetrators, children and families, victims, perpetrators, children and families, businesses and communities.

The model comprises three service elements; • Prevention (Tier 1); • Early Intervention (Tier 2); • Targeted Support (Tier 3 and Tier 4).

The total contract value will be up to a maximum of £7,008,000 over a three year period with the option to extend for a further two year period.

This contract value includes up to a maximum of £5,508,000 for a baseline of domestic abuse service provision across Staffordshire and Stoke-on- Trent (financially supported by the OPCC, Staffordshire County Council and Stoke-on-Trent City Council).

It also incorporates up to £1,500,000 for additional services that may be requested by District and / or Borough Councils (which will be commissioned against this specification via the OPCC).

The Provider should be aware there is no guarantee of this additional level of business.

The Tender is offered by way of a number of lots.

Providers may choose to tender for all the services (LOT A) or one of two LOTS (LOT B or LOT C); • LOT A: the whole service for victims (including support service for children and young people) and perpetrators; or • LOT B: the whole service for victims (including support service for children and young people); or • LOT C: the whole service for perpetrators (for adults and children and young people).

Commissioners recognise that Providers may wish to collaborate in order to deliver the above options and as such, the OPCC welcomes individual agency or collaborative submissions.

A Market Engagement Event will be held following the commencement of the procurement process, on Friday, 10th February 2017, 10:00am-17:00pm, at Staffordshire Police Headquarters, Weston Road, Stafford ST18 0YY.

This event will be independently facilitated.

Commissioners and a Procurement representative will attend the first part of the event to answer initial questions but the focus of the session will be to allow potential Providers to explore collaboration opportunities.

Organisations interested in attending are asked to give prior notification by email to Anne Coghlan (anne.coghlan@staffordshire.pcc.pnn.police.uk) by midday on Monday 6th February 2017.

An invitation will then be issued to all interested parties.
