The brief

Fareham Borough Council seeks proposals for the production of an Indoor and Outdoor Sports Facilities Needs Assessment (incorporating a Playing Pitch Strategy) ("the study") in order to inform the Council's new Local Plan, which is planning for growth in the Borough until 2036.

The specific purpose of this study is to ensure that a sufficient quantum, type and spatial spread of sporting facility enhancements and new opportunities are provided for in the new Local Plan.

The Study must provide a robust evidence base to support and inform the Local Plan through independent examination, and as such, it must clearly demonstrate conformity with the National Planning Policy Framework, current Planning Practice Guidance and other relevant legislation, policy and guidance such as Sport England's Playing Pitch Strategy Guidance and Assessing Needs and Opportunities Guidance.
