The brief

WMCA are pleased to invite bids for the provision of Creative Scale up Workshops and Events Programme.

The 'Creative Scale Up Programme,' which is being delivered by West Midlands Combined Authority (WMCA) in partnership with the Greater Birmingham and Solihull Local Enterprise Partnership (GBSLEP,) the Coventry and Warwickshire Local Enterprise Partnership (CWLEP) and the Black Country Local Enterprise Partnership (BCLEP.) The Programme is a two year pilot that is funded by the Department of Culture, Media and Sport.

The purpose of this initiative is to deliver an intensive business support programme for creative businesses aimed at tackling gaps in investment and growth in the sector.

The programme will be running until October 2021.

The target market for the Programme are Creative Businesses with a minimum of 8 staff (including freelancers) which broadly encompasses the four following categories: • Creative Content (e.g: Film, TV, Radio, Gaming, AI, VR Businesses) • Creative Originals (Design e.g: Fashion, Jewellery Design Businesses) • Creative Services (e.g: Marketing, PR, Architecture, Publishing Businesses) • Creative Experiences (e.g: Museums, Galleries, Performing Arts Organisations etc...) Targets and KPI's to be delivered over the 2 year pilot are as follows: • 200 Creative (CI) Businesses to be enrolled onto the Programme • Minimum of 4 cohorts to run across the West Midlands • New investment obtained (including equity investment.) • New jobs created The requirement is split into 7 available lots and bidders may submit an invitation to tender response for one, some or all lots.

Lots will be evaluated on a per lot basis and the highest overall scoring supplier will be appointed against each lot.

Evaluation will be based on 70/30 Quality/Price. please refer to the attached Tender Document for full details of the requirement along with details of the quality and price questions for each lot.
