The brief

Islington Council invites suitable expressions of interest from suppliers for Drainage Repairs and Maintenance works including out of hours cover for emergency works in support of the Council’s in-house teams.

The council is looking to establish a single supplier framework agreement.

Background Islington Council is committed to making Islington a fairer place to live and work and an efficient repairs and maintenance service to its residents is a Housing priority.

The repairs service aims to demonstrate a positive impact on our residents’ health and well-being by maintaining properties which are safe and fit for purpose.

Islington Council decided to end its housing repairs and maintenance managed service arrangement and set up an in-house repairs team to carry out repairs and maintenance to our housing stock in August 2014.

Staff in the in-house repairs team are all be employed directly by Islington Council.

By bringing the repairs service back into the Council, the Council will have more control over the repairs and maintenance service it delivers to its residents.

The in-house repairs and maintenance teams require support from external contractors with skilled Drainage Repairs and Maintenance tradespeople in delivering a first-class drainage repairs and maintenance service to its residents.

Leaseholders who may be required to pay towards part of any repairs and maintenance costs have been consulted.

Current status The responsive Drainage Repairs and Maintenance services will include day-to-day, emergency and routine drainage repairs, also general maintenance and improvements to our drainage systems (internal and external) together with the communal areas and communal services and facilities.

Repairs are carried out inside tenanted properties, to the communal areas, to estate roads and paths, or to communal services and facilities.

Leaseholders may need to contribute to the cost of repairs, maintenance or improvements like these and through the block and/or estate repairs element of their annual service charge.

The Schedule of Rate details the costs of types of work carried out and are essential to ensure an accurate and timely recharge to leaseholders.

Islington has a diverse community and our housing stock reflects this diversity.

This Drainage contract will cover the whole borough geographically.

The requirement The aim is to support the in-house teams in providing an efficient and effective service to our residents and ensure the Council’s housing drainage systems are maintained in good order of repair.

This will include basic repairs, improvements where required and general maintenance.

The contractor will be the sole provider for out of hours drainage works (although this is subject to change), so must be able to provide a reliable out of hours service with the ability to attend in a timely manner, clear drain blockages and deal with urgent drainage related matters during these times.
