HCC July 2022 - The Provision of Operational HCC Sites Waste Collection
Hertfordshire County Council (HCC) has the requirement for the provision of a comprehensive and innovative waste management service in accordance with legislation, best practice and the waste hierarchy for various sites managed by the Council.
The contractor shall develop and implement the services to accept, handle, treat, transport and dispose of waste material covered by this contract.

The main objectives of this contract are: 1.
Working with the Council to deliver on the waste hierarchy and achieve targeted improvements; 2.
Providing innovative solutions for waste management, operational efficiencies, cost savings, circular economy and enhance sustainability profile; 3.
Meeting the full requirements of the specification in a cost-effective manner 4.
Being fully compliant with legislation, regulations and best practice; 5.
Providing effective reporting and account management, meeting in full the requirements of the key performance indicators and resource management plan; 6.
Be sufficiently flexible to allow for changes in Waste legislation and practice; and 7.
To use and promote the principle of a Waste Hierarchy The full list of sites, including when they will be joining the Contract, can be found in the Specification, Schedule 1 of the Conditions of Contract.
Organisations should be aware that due to the nature of the Services provided, any Contract formed as a result of this procurement process shall be executed as a deed.
