Provision of APMS GP services for LOT 1 - Walsall, LOT 2 - Harden/ Blakenall, LOT 3 - Keys Medical Practice, LOT 4 - Collingwood Family Practice in Walsall
NHS Arden and Greater East Midlands CSU (AGCSU) on behalf of NHS England Midlands & East (West Midlands) and NHS Walsall CCG (referred to as the Commissioners) would like to invite suitably qualified and experienced Providers to deliver Primary Medical Care Services at the following GP Practices in Walsall (the Services). • LOT 1 - Walsall • LOT 2 - Harden/ Blakenall • LOT 3 - Keys Medical Practice • LOT 4 - Collingwood Family Practice The contract for this Service will be between the successful Provider and the Commissioners NHS England (National Health Service Commissioning Board) and NHS Walsall CCG.
NHS England has delegated their commissioning authority to NHS Walsall CCG and as a result NHS Walsall CCG will act as a lead contracting authority for the contract awarded to this Service.
AGCSU is managing this Procurement in accordance with the Public Contracts Regulations 2015 (the "Regulations").
The successful Providers will be awarded an Alternative Provider of Medical Services (APMS) contract for each LOT that will meet the technical and financial requirements for NHS England Midlands & East (West Midlands) and NHS Walsall CCG.
Maximum contract period will be 10 years.
The contract for this service is an APMS contract, but the payment mechanism will follow the GMS contract regulations for all items, with the addition of the APMS premium, which is equivalent to 5% of the Global sum payment per patient.
The successful Provider will receive remuneration for the whole contract period, utilising this methodology.
As a result of this procurement exercise an agreement will be established with the successful Bidders for a period of 5 years.
The estimated core contract value for 5 years excluding QOF and enhanced services will be: LOT 1 - Walsall Town £4,930,000, LOT 2 - Harden/Blakenall £7,720,000, LOT 3 - Keys Medical Centre £2,675,000, LOT 4 - Collingwood Family Practice £2,675,000.
With the contract extensions, this will increase the contract values to: LOT 1 - Walsall Town £9,860,000, LOT 2 - Harden/Blakenall £15,440,000, LOT 3 - Keys Medical Centre £5,350,000, LOT 4 - Collingwood Family Practice £5,350,000.
It is envisaged that TUPE will apply to the contracts.
It is essential that interested Providers must be able to demonstrate an ability to mobilise the service to ensure a service commencement date of 1 July 2018.
It is intended that the ITT will be published on 22 January 2018.
