Bolton, Salford and Trafford Cluster based Drug and Alcohol Service - MARKET TESTING EXERCISE

Bolton Council (the "Authority") on behalf of Bolton, Salford and Trafford Cluster based Drug and Alcohol Service are conducting a Market Testing Exercise in preparation for a forthcoming tender exercise.

The Authority would be grateful if interested parties would consider the specification enclosed with this notice and return the assessment questions.

The Authority seeks to commission an organisation to work with us to undertake an evaluation to provide a baseline, interim and long term view on whether the Authority are engaging with and supporting greater numbers of people who are addicted to drugs and/or alcohol to access services to reduce the harm and support people to maintain their recovery.

The evaluation will start June/ July 2018 and will be a rolling contract (1+1+1+1) dependent on finances and other factors.

Furthermore the Authority would like to understand how it can more successfully and sustainably commission these services in the future.

To further this aim the evaluation will also focus on specialised components of the Service, e.g.

Asset Based Community Development, Psycho- social Services, Outreach Services and improvements in health and wellbeing.

The evaluation is to be managed by a Steering Group made up of representatives from across Bolton, Salford and Trafford Councils and the Provider and will be directly supervised by the Authority.

The evaluation will generate a series of reports as required by the commissioner, including a final report with detailed analysis and recommendations.

The evaluation will be shared amongst key partners both locally and across Greater Manchester.
