The brief

All tender information MUST be submitted through the CCS eSourcing Portal.

The research aims to provide evidence of the current views and experiences of tied pub tenants within scope of the Pubs Code, on specific issues which the Pubs Code is designed to address.

This will be used by the PCA alongside other information to target their activities and to act as a baseline enabling the PCA to demonstrate impact over time.

The PCA already has access to some information on issues experienced by tenants through enquiries and referrals submitted to its office and through engagement with tenant representative bodies and other industry representatives.

However, it is important that the PCA understands the views and experiences of a representative sample of all tied pub tenants, not just those that have approached the PCA, to understand wider views, and the scale of issues.

In addition to helping inform PCA's prioritisation of activity, it is intended that this survey will serve as a baseline position, with questions asked of tenants again in future years, to track change over time.

This contract will be awarded based on the evaluation criteria set out in the ITQ document.
