The brief

It is the Council's intention to procure an integrated service that brings together three statutory advocacy services within a single contract, to be delivered by a single provider (or lead provider).

The services in scope are: • Independent Mental Capacity Advocacy (IMCA) Introduced as part of the Mental Capacity Act, 2005.

This gives people who have an impairment, injury or a disability that has meant they are unable to make a specific decision for themselves, the right to receive independent support. • Care Act Advocacy (CAA) The Care Act, 2014 places duties on local councils to involve people in decisions about their care and support.

An advocate helps individuals, understand their choices, and supports individuals on decisions about their care needs. • Independent Health Complaints Advocacy Service (IHCAS) The Health and Social Care Act 2012 - supports people who want to make a formal complaint about the care and/or treatment they have received using the NHS Complaints Procedure.
