Halton Borough Council has a statutory duty to ensure that it knows if each child in its care has arrived in school, has stayed in school, and has therefore been safe.
It also has a duty to improve educational outcomes for all children in its care and to monitor their progress and attainment regularly through the completion of a termly Personal Education Plan.
This duty is in place from the day a child or young person enters care to the day they leave.
In addition to these duties, Halton Borough Council undertakes to ensure that it understands the attendance of every child with an EHCP placed within other Local Authority schools or who are in independent or non-maintained provision.
In order to support Halton Borough Council to carry out its duties and requirements, we wish to commission a system, which provides: 1.
A daily report on the school attendance of children/young people in the care of Halton, regardless of where they are educated, or who have an EHCP and are in other local authority schools or independent or non-maintained provision.
The supplier must have the ability to differentiate this data, which can be shared with key professionals including social workers and staff in the Virtual School, Education Welfare Team, SEN Team and Placements Team.
This is an Essential requirement.

Termly progress data for all children in care to Halton Borough Council regardless of where they are educated.
This is an Essential requirement.
3.
An electronic Personal Education Plan system that can be personalised to meet Halton Borough Council's needs that is completed on a termly basis for all children in care from nursery through to the end of their post 16 education.
This is a Desirable requirement
