The brief

'The Housing Executive wishes to procure suitably qualified and competent persons to provide a comprehensive service for the installation, removal, repair and a call out service for stair lifts currently installed in approximately 1 200 of the Housing Executive's properties across Northern Ireland.

Stair lifts are installed in the Housing Executive's domestic dwellings to allow a disabled person access to the first floor of the dwelling.

The Housing Executive have two types of lifts to be maintained/installed: 1.

Straight Flight Stair lifts; 2.

Curved Rail Stair lifts.

The Service required will comprise of the following items of work to the Housing Executive's stair lifts in domestic dwellings: Service and Maintenance of all lifts; Assessment and completion of repairs to lifts; Replacement of worn and defective parts; Installation of new lifts or stored previously used lifts; Removal and disposal, or refurbishment and storage of lift units; Response to call outs 24hrs/day, 7days/week; Testing of lifts as directed by the Housing Executive.

The stair lift framework will be for a period of 4 years.

There will be three members of the new stair lifts framework but it is intended to only award one term service short contract (TSSC) under the Framework through a mini-tender competition.

The two framework members not awarded the TSSC will be called on to provide the service should the appointed contractor fail to perform.

The TSSC will be for an initial two years, and the Housing Executive will have the option to extend the service period by such period(s) as the Housing Executive sees fit provided that the cumulative period of such extension(s) shall not exceed two years from the date of the expiry of the initial service period.

The maintenance and servicing of the lift units will be carried out in accordance with the specification and the terms and conditions of the TSSC.

The service will occur in occupied buildings and in most cases in and around dwellings occupied by persons with disabilities and special needs.

Additional instructions may be issued by the Housing Executive, requested through job requests, for additional services to be provided outside the main service.

The provision of the service is required during normal working hours (9:00 to 20:00 on Mondays to Fridays inclusive and from 9:00 to 13:00 on Saturdays including all annual and public holidays) and includes the provision of an emergency response service outside Normal Working Hours so that total cover is given 24 hours per day, every day of the year for the duration of the contract awarded.

This includes all weekend and holiday periods.
