Future High Street Fund Outline Business Case

** PLEASE READ CAREFULLY **Consultants are required to confirm they are able to deliver a successful bid by 18th October 2019 by an expression of interest and completion of a consent form following which supplementary information will be issued. **** Following the success of an Expression of Interest to the Future High Street Fund, Barrow Borough Council ("the Authority") is seeking to appoint a consultant to develop a Business Case for the development of proposals that can support a transformed Barrow Town Centre.

The proposal will need to be completed in line with the Business Case Template provided by Ministry of Housing, Communities and Local Government (MHCLG).

Consultants are invited to submit a fixed fee tender as described in this briefing document and the submission will be assessed on a quality/price bases (80/20 split).

A strong Business Case is required by the Authority in order to secure Future High Street Funding to deliver a transformed town centre capable of supporting Barrow's dynamic and growing economy while meeting the needs of residents and traders.

Supporting this work is a robust strategic evidence base anchored by the emerging Central Barrow Masterplan and the recently adopted Local Plan.

Success of our business case has the potential to transform Barrow into a more attractive and vibrant place to live, work and visit.

In particular, we consider that funding could enhance the towns shopping and leisure offer, breathing new life into the area through better public realm, new sites and improvements to access and infrastructure.
