Somerset County Council and Dorset County Council are tendering for a four-year, two (2) Lot Framework Agreement for the provision of civil debt enforcement agency services to Somerset County Council (Lot 1) and Dorset County Council (Lot 2).
Somerset County Council (SCC) is leading the procurement of this Framework Agreement; however the evaluation of submissions relating to Lot 2 will consist of officers from Dorset County Council (DCC).
Any call-off contracts that arise out of that Framework Agreement shall operate as a service concession and shall be for the provision of Enforcement Agent Services in respect of unpaid penalty charge notices (PCNs).
Somerset County Council undertakes enforcement of on-street parking restrictions and off-street on behalf of the District Councils in the SCC administrative area.
Enforcement of bus lanes by ANPR/CCTV is currently undertaken in two locations.
Debt enforcement services are required to recover PCNs that remain outstanding following the receipt of the required statutory enforcement documentation by the registered keeper of the vehicle incurring the PCN.
The approximate number of warrants issued annually is 2,500 but is not a guaranteed volume.
Dorset County Council (DCC) undertakes enforcement of on-street parking restrictions and off-street on behalf of Purbeck District Council and Wareham Town Council.
Debt enforcement services are required to recover PCNs that remain outstanding following the receipt of the required statutory enforcement documentation by the registered keeper of the vehicle incurring the PCN.
The current number of warrants issued annually is in the region of 1,000.
The number is an approximation and should not be relied upon as a guaranteed level or volume.The Service shall be provided on a concessionary basis under the Framework Agreement.
This means no price weighting will apply just quality as operating the Fee structure is to be in accordance with the relevant legislation, currently SI 1/2014 The Taking Control of Goods (Fees) Regulations 2014 and SI 1894/2013 Taking Control of Goods Regulations 2013.
