The brief

Eastern Regional Special Operations Unit (ERSOU) require a contractor to sell items that have formed part of a Confiscation Order of the Court under the Proceeds of Crime Act (POCA), 2002 and Drug Trafficking Act 1994 and Criminal Justice Act 1988 (as amended) by the most cost effective and secure method of realising assets to maximise returns.

All items offered for sale under the agreement will be legitimate pre-purchased goods, only the method of the original purchase was corrupt.

The proceeds from confiscation orders go back into the public purse to fund future prosecutions and benefit the community and the Contractor will maximise the return on the items sold.

ERSOU are looking to contract with a maximum of one contractor on the framework using a call off procedure.

It is anticipated that the agreement will include the realisation of return on the following asset types: • boats, yachts, plant and machinery, cars, motorcycles & other vehicles; • personal registrations (vehicle number plates); • Jewellery and watches, antiques and fine art; • Personal Property, other miscellaneous property such as costume jewellery; • clothing, designer clothing and accessories, electronic equipment; • televisions, music systems, games, computers, sports equipment; • Houses and other permanent structures land and commercial property.

ERSOU framework covers Bedfordshire Police, Cambridgeshire Constabulary Hertfordshire Constabulary, Norfolk Constabulary, Suffolk Constabulary, Essex Police.

There may be options to include Kent Police under ERSOU and Police Forces' Property Offices at a later stage.
