The brief

Portsmouth City Council ('the council') is inviting requests to participate from suitably qualified suppliers to be admitted to a dynamic purchasing system (DPS) to provide enforcement services.

The scope of the DPS will comprise the awarding of contracts for the provision of debt collection enforcement services for the recovery of road traffic debts (parking/bus lane fines) arising from the enforcement of parking/bus lane restrictions; and for collection of debts arising from the non-payment of Council Tax and Non-Domestic Rates (NNDR); and any such other debts as and when the council requires.

The initial DPS term will be for 10 years with possibility of extending the term thereafter on a rolling basis in increments to be advertised at the discretion of the council.

It is the council's intention to continue to operate this DPS for as long as it is required.

The closing date for receipt of your expression of interest is given against the heading entitled - Date documents can be requested until.

However, as a DPS, this project will remain open for its duration for further requests to participate.

Please note that it is the council's intention to invite tenders for lot 1 as soon as the DPS is established on 3 February 2020.

Whilst the DPS will be open continuously, suppliers who wish to tender for the council's requirements under lot 1 must ensure that they have submitted a compliant selection questionnaire by the initial closing date.

The council has made this DPS available to other councils in Hampshire and the Isle of Wight and a number of councils have expressed interest in participating.

Consequently, the DPS may be used by the following councils for the awarding of contracts: o East Hampshire District Council o Eastleigh Borough Council o Hart District Council o Havant Borough Council o New Forest District Council o Portsmouth City Council o Rushmoor Borough Council o Winchester City Council The estimated annual value of the contracts that Portsmouth City Council intends to award from this DPS is ?750,000 per year.

This value relates to the fees chargeable by suppliers and does not include the value of the recovered debts.

Contracts may be awarded for an initial term of 4 years with the option to extend up to a maximum of 7 years.

The other councils named are estimated to have the potential to award contracts worth between ?750,000 and ?1,000,000 per year combined, although this cannot be guaranteed.

Based on the above the potential value of the first tranche of contracts awarded from this DPS is up to ?17,500,000.

If the DPS is continued beyond the initial tranche this value may continue to be awarded in up to 7 year cycles.
