The brief

NHS Eastern Cheshire Clinical Commissioning Group (CCG) NHS South Cheshire CCG and NHS Vale Royal CCG, are tendering for the provision of 6 local Community Mental health crisis beds.

This service will support patients who require short term input supported by Cheshire and Wirral home treatment team.

The NHS long term plan focusses on the further development of crisis support closer to the individuals community and this is service will be part of the CCGs commitment in providing community based support for those experiencing crisis/mental distress.

The ethos of the service will be to support individual to return home as soon as possible linking them to other services that will provide ongoing longer term support especially through third sector or early intervention support services through the local Authority.

The successful provider will be supported to provided clinical interventions through our main health provider Cheshire and Wirral partnership, as well as assessment support where required from Cheshire East Council and Cheshire West and Chester Council.

Users and carers state that there is limited choice and access to care for patients who are experiencing crisis, with only A&E departments offering consistent 24/7 support.

NHS Eastern Cheshire Clinical Commissioning Group (CCG), NHS South Cheshire CCG and NHS Vale Royal CCG, working in partnership with the local mental health services provider Cheshire and Wirral Partnership (CWP), users of the service and Cheshire East Council have undertaken a programme of work to redesign existing adults and older peoples specialist mental health services across all three CCG areas.

The redesign programme commenced in July 2017 and has followed an established process with regards proposed changes to NHS services and the Long Term Plan.

The CCGs have worked closely with CWP , service users and their carers and families, social care and other public sector partners to ensure that a system approach to proposals has been adopted and puts the service user at the centre of their care.

Following completion of the consultation and analysis of the findings and feedback, it was identified that the public indicated that 'improving outcomes for people with specialist mental health needs', was seen as the most important priority of, followed by 'access to crisis services' and 'ability to visit people in hospital easily'.
