The brief

Lancashire Renewables Ltd (a company owned by Lancashire County Council) operates two waste treatment facilities in Lancashire, located in Farrington near Leyland and also in Thornton.

The company handles household and residual waste (circa 400,000 tonnes p.a) in Lancashire.

As an integral part of the company's waste processing activities, the mobile material handling equipment is permanently assigned to the "front end" of the processing chain; handling the bulk waste as it is deposited in the receivables pit.

Commencing from 01/07/2021, we intend to replace the ageing / existing Atlas 350MH units with new material handlers, through a long term lease agreement from a single service provider.

As part of the market testing we are hoping to review and clarify certain criteria that will help us in creating a final tender specification.

Typical criteria may include, but not be restricted to, the following topics: Appropriate equipment specifications to suit our operating conditions & environment.

Alternative technologies to support targets for carbon reduction.

Equipment reliability & arrangements for service support.

Breakdown support, response times & contingency planning.

Tyre management.

Damage management.

Efficiency & operating costs.

Operator comforts & safety.

Requirements We wish to speak to organisations who operate in this sector and scope potential solutions which may form the basis of the future tender.

As a starting point, interested organisations are invited to view and complete the attached questionnaire.

Please complete the questions, and return your completed questionnaire and any supplementary information to alistair.pope@lancashirerenewables.co.uk by 31/03/2020.

Responses to the questionnaire will be reviewed, and the company may invite a number of organisations to discuss the contents of their questionnaires in more detail.
